Blackford County Foundation Donates $300,000 to Baldwin Park; Bids Now Open

The Blackford County Community Foundation has donated $300,000 to the Baldwin Park / Kevin Ford Aerospace Pavilion project, Brad Neff announced at the August 10 council meeting. Bid documents for the project are now available on the city website at montpeliercity.in.gov.

The bids have been divided into three categories: site plan and asphalt (parking lot, basketball court, and walkways), pavilion construction, and playground equipment. Bidders can submit proposals on one, two, or all three divisions. Bids are due August 27, 2026.

The bid documents were prepared by Dave Kieser of CDS Engineering. The foundation has requested recognition on the playground signage.

The playground equipment is reportedly already in stock and could be installed this year. The pavilion and asphalt work will likely extend into 2027 — Kieser estimated at least a nine-month construction timeline. Under Indiana law, the city must accept the lowest responsive, responsible bidder for each division.

The project includes an educational destination park with playground equipment, a parking lot, basketball court, and pavilion, moving forward with significant private funding alongside previously approved grants from the Land and Water Conservation Fund through the IDNR.
