Montpelier's water-meter project presenter reported a $155,363.68 payment request and an anticipated switch to the new billing connection October 21 or 22.

Project engineer Rick Miller presented pay application No. 3. A motion followed, along with discussion of sending signed documents to the contractor. Final authorization of the city's payment was not confirmed, and the payee was not identified.

Miller said all small meters and approximately one large meter had been installed, leaving roughly a dozen large meters. A later water-department report gave a narrower account: a few small meters remained because of shutoff or access problems.

The communication gateways were operating but had not yet switched to the new billing connection. The October 21–22 dates were targets, not completed work.

In August, the Ledger reported that installation was expected to begin in late August or early September. The October report described installation progress and the approaching system changeover.

Water-plant filter replacement remained scheduled for January, subject to manufacturing and weather changes, with a couple of weeks of work anticipated once it began.
