County Council Approves $15,000 for ADA Ramp Planning

Blackford County Council approved $15,000 for planning and oversight work on ADA-compliant ramps after a long debate over whether outside project guidance was necessary.
County facilities manager Meagan Westfall said both the county ramp project and the health department's ramp were not ADA-compliant and should be handled together. She said the county needed a professional scope of work, specifications, estimates, and oversight so the replacement would be built correctly.
Jack Beckley argued a contractor should already know the specifications and objected to spending $15,000 on the added work. Other speakers said the county still needed engineered details and someone to hold contractors to them. Council then approved the $15,000 request despite Beckley's no vote.
The discussion framed the work as necessary to bring public facilities into compliance with the Americans with Disabilities Act.
