District 2 member of the Blackford Community School Board since at least 2015, unopposed for another term in November 2026. He made the April 2022 motion to close Montpelier Elementary and has made or seconded more motions than any other member in the minutes the district has posted since 2019.

Scott A. Malott represents District 2 on the Blackford Community School Board, where he has served since at least August 2015. He won a contested 2018 race with 58.14% of the vote against Camille Mealy, was unopposed in 2022, and has no opponent on the November 2026 ballot.
Malott made the April 2022 motion to close Montpelier Elementary at the end of that school year, which passed 4-1 after residents spoke against it; the minutes do not name the member who voted no. He moved Superintendent Chad Yencer's October 2022 contract at $130,020 a year, the December 2024 secured-entry contract and the June 2026 withdrawal from the Delaware-Blackford Special Education Cooperative, and he has voted for each step of the performing arts center in the posted minutes, from seconding the 2021 design study to moving the June 2025 project resolution.
Voting record: In the 64 meetings with minutes the district has posted from June 2019 through August 2026, Malott is not recorded casting a 'no' vote. He was present at at least 62 of them, more than any other member, and made or seconded more motions than any other member. He abstained on two personnel votes in fall 2022 (the minutes give no reason) and on the January 2026 vote retaining him as vice president. Minutes for all of 2020 and 2023, January through May 2019, February through May 2024 and several other months are not posted; the Ledger has requested them.
The board elected Malott vice president in January 2022, and the 2016 Indiana School Boards Association directory also lists him in that role. The January 2026 minutes record the board retaining him as vice president, but the 2024 and 2025 minutes elected Troy Kaufman to the post and the district's website lists Kaufman as vice president.
