West Elm Street Paving Approved After Stormwater Fix

Hartford City approved a paving project on West Elm Street after city crews completed stormwater infrastructure work to address chronic flooding in the area.
Public Works Director Travis Thomas and his crews installed storm lines and catch basins on West Elm Street between Richmond and C Street/Homestead. Video evidence presented at the meeting showed the stormwater project is working as intended. The paving work will widen the road approximately six feet on each side in parking areas, going curb to curb.
The city obtained three quotes. E&B Paving submitted the lowest bid, which exceeds $10,000. The Board of Works approved the project 3-0, contingent on council approval for the expenditure. The council then approved it 5-0 and authorized the mayor to sign the contract.
West Elm Street is already scheduled for a full repaving in 2027, so this work prepares the road base for that larger project.
