From the Montpelier Common Council meeting on October 12, 2026

Montpelier's council appears to have filled the seat left open by Michael Smith's resignation, giving the body enough members to resume normal voting.

At the start of Monday's meeting, the chair welcomed "our newest member, Troy Blake," and Blake introduced himself as a longtime Montpelier resident who was excited to serve. That was the first active-meeting confirmation since the Sept. 15 session where Smith's resignation left the council without a quorum and stalled several items.

The transcript does not clearly state which ward Blake represents or what appointment paperwork was used, but Michael Smith represented Ward 4. The city council webpage was still listing Smith at the time of this writing.

Even with those unanswered details, Blake's appearance in the meeting marks a clear change from last month, when the vacancy kept the council from taking formal action.
