Board member Steve Waller reported that Shamrock Lakes' wastewater asset management requirements under HEA 1459 are not due until 2029, and the town is "light years ahead" of compliance. Waller compiled a spreadsheet documenting every sewer rate increase in the town's history. The last rate increase was approximately 10–12 years ago.

Non-compliance with the reporting requirements could result in the Indiana Utility Regulatory Commission taking over the system. The requirements cover rates, maintenance history, and the date of the last rate increase.

The town paid off a bond related to the sewer system and adopted geo bags, which significantly reduced operating costs. With adequate reserves for the five-year maintenance plan and no significant cost increases expected, the board sees no current need for a rate increase.
