Shamrock Lakes Board Tackles Budget Quorum, Park Fund, and Infrastructure Planning

The Shamrock Lakes Town Board covered a wide range of business at its August 20 meeting, including a potential quorum problem for upcoming budget hearings.
Budget quorum at risk: Board member Steve Waller confirmed he will be away from approximately September 12 through November or December to address hurricane damage at another property. This creates a potential quorum problem for the two budget hearings scheduled September 17 (discussion) and October 15 (adoption). Clerk-Treasurer Nichols will check with the Department of Local Government Finance about whether Waller can participate remotely. A replacement board member has been identified but is not yet officially seated.
Park fund ordinance: The board conducted the first reading of an ordinance establishing a Town Park and Recreational Fund as a non-reverting operating fund. The fund may receive grants, gifts, and donations for park construction, repair, and maintenance. A second reading is scheduled for the next meeting.
Pool permit approved: The board approved a permit for a 30-foot round above-ground pool at the Woods residence. The county building permit was already obtained. Installation has been pushed to October due to wet ground conditions.
Community Crossings grant: Clerk-Treasurer Nichols flagged that the Community Crossings matching grant application window opens September 1 and closes September 30. President Maroon will evaluate road sections and bring recommendations to the next meeting.
Street repairs: President Maroon is in contact with N&V Paving for repairs to two sections on South Shamrock. A revised estimate is pending. The work may still be completed in 2026 despite limited funding.
Multi-hazard mitigation plan: President Maroon attended the final planning meeting for the county's multi-hazard mitigation plan, which is required every five years and submitted to Indiana Department of Homeland Security. A final copy is pending.
