New-Home Incentive Plan in Montpelier Gains Rules Before November Vote
From the Montpelier Redevelopment Commission meeting on October 12, 2026
Montpelier's proposed new-home incentive program picked up more detail Monday, with redevelopment officials outlining how a $125,000 starting budget could fund five houses before a likely November vote.
The draft program would offer $20,000 for a completed new home and another $5,000 for demolition of a condemned or dilapidated structure. Officials said payment would come only after the house is fully finished and sold. They also said free water and sewer hookups would mean free hookup fees, not free monthly utility service.
Mayor Brad Neff first floated the $20,000 incentive in September as a way to attract more homes to the city. Monday's discussion added the budget size, the proposed limit of five homes, and the rule that payment comes at the end of the process rather than up front.
Commission members also debated whether applicants should be allowed to use the city's existing PACER grant for demolition costs, a question that was still unresolved by the end of the meeting.
