The Board of Works approved three contracts with USI Consultants totaling $49,810 to prepare for the 2027 Community Crossings Matching Grant, a state program that pays 80% of road and sidewalk costs if awarded.

The contracts break down as follows: $32,000 for application assistance through project closeout, $4,310 for a Violytics pavement evaluation system (a one-year contract — the city will own the system and conduct its own road condition ratings), and $13,500 for pavement asset management plan updates ($11,000 in 2026 plus $2,500 in 2027), including 10 additional roads required by the state this year.

Jasmine from USI presented all three agreements. All were approved unanimously.

The road condition ratings and pavement management plan are prerequisites for Community Crossings eligibility. The mayor explained the program pays 80% of road and sidewalk work if the grant is awarded — making the $49,810 investment a necessary step toward significantly larger state funding.
