Montpelier's Baldwin Park improvement project, featuring the Kevin Ford Pavilion honoring the Montpelier-born astronaut, is moving toward construction. Project architect Dave Keyser reported that all engineering plans are complete, and the mayor said he wants playground construction to begin June 15, 2026.

The site plan was revised and must be reviewed again by the Indiana Department of Natural Resources and the National Park Service. Pavilion plans are complete and will be submitted to DNR this week. A state design release from the Department of Homeland Security is also required.

The project is expected to be completed in October or November 2026. Playground equipment will be installed first, followed by groundwork and the shelter house. Kevin Ford has agreed to attend the ribbon cutting.

On finances, Council member Travis raised concerns about the city being "on the hook for over $500,000." The mayor disclosed that the Blackford County Community Foundation director was "very excited" about the project and believes it will receive a "substantial contribution," though this must pass a board vote. The mayor is also applying for additional grants to reduce the city's share.

The park will feature a space education walking path, a Kevin Ford mural depicting his journey from Montpelier to the International Space Station, a video kiosk, and a three-story slide playground.
