From the Blackford County Commissioners meeting on September 21, 2026

Landowners Jim Klein and Jim Thurman asked Blackford County commissioners to make RWE bore under county drainage tiles instead of cutting through them during project work.

Kline told the board there was a difference between laterals and mains and said the mains needed stronger protection. Thurman said some of the infrastructure at issue included newer 18-inch county mains and argued there was no reason to cut them if boring was possible.

Commissioners did not take a formal vote during the exchange. Commissioner John Lancaster said the county would work with Paul Schriver and move the issue toward the drainage board.
