Sheriff Heflin brought forward a contract to replace handheld inmate messaging devices with tablets already used for similar functions at the Blackford County Jail.

Heflin said the county would not pay and that the provider paid for the equipment and service arrangement. No inmate charges or other financial terms were specified.
