Hartford City PSB Clears Four Properties, Defers Nine Others at August Meeting

Hartford City's Property Standards Board removed four properties from its agenda and deferred nine others at its August 12 meeting, reflecting a mix of completed demolitions, cooperative owners, and cases awaiting legal or inspection milestones.
Properties removed from the agenda:
419 South Cherry Street — The house was previously demolished, and the remaining issue was filling the hole with dirt. The owner reported that finances had been tight but that the situation is improving. The board voted 3-0 to remove the property.
816 North Walnut Street — Demolition is complete. Three to four dumpsters were brought in for cleanup, which weather has slowed. The owner will make a $2,000 payment to the city, with mowing fees deducted from that amount. The board voted 3-0 to remove the property.
1212 West Barber Street — Ordinance Control Officer Dennis Maddox recommended rescinding the teardown order after spending over an hour with the owner, Tyson James Sullivan. The trailer had sustained storm damage, but Sullivan has been actively repairing it — boarding up openings, reinstalling skirting, and working on the roof of an adjacent structure. The board voted 3-0 to rescind the teardown order. Maddox gave the owner his contact information and will check in periodically.
Properties deferred:
The board deferred the Matt Parker properties for 60 days to October following an executive session. City Attorney Tyler Rotstein plans to contact the attorney for Parker's wife, Donna, to clarify ownership and legal questions. Parker, who called in by phone, said he is "waiting on guidance" and does not have access to an attorney.
Emily Anderson's property at 525 East Washington Street was deferred 60 days. Anderson could not attend due to work but reported six more windows on order, roof quotes being gathered, and trees cut in the back yard. The board noted she has been "very compliant" and "very diligent."
A new buyer is taking over a property from the previous owner, Wanda, through a quitclaim deed. Roofers have been hired at $400 to $500, with half paid upfront, but weather delayed completion. The board voted 3-0 to defer 30 days, with a written timeline due to the city by September 9.
The property at 514 West Main Street was deferred 30 days. Workers have been doing a good job — a neighbor came to city hall to compliment the work. The property at 207 East Main Street, owned by the same party, was also deferred 30 days. Maddox noted the owners may be trying to finish one property before starting the next.
The property at 518 Kickapoo, owned by a land trust, has a court hearing set for October 23. The owner has not responded to Maddox's attempts to schedule a joint inspection.
Two Greenbrier Drive properties — 808 and 709 — are awaiting their 60-day posting periods to expire on August 18 before court filings can proceed.
The property at 222 East Elm Street is not on the agenda but received a status update: the owner planned to rehabilitate the house but discovered the foundation is in poor condition. The owner now plans to tear it down and rebuild. The water meter is being disconnected.
