Hartford City Opens Bids for Final CSO Phase — Low Bid at $6.28 Million

Hartford City opened bids for the fourth and final phase of its Combined Sewer Overflow project, a major infrastructure effort that must be completed by May 2028 under state environmental compliance requirements from IDEM.
Four contractors submitted bids. Cobalt Civil of Winchester came in lowest at $6,279,558.12 — below the city engineer's estimate of approximately $6.7 million. The highest bid, from Yardberry Companies of Anderson, was $8,244,576.00. Morthy Construction of Indianapolis bid $7,244,000.00, and VTF Excavation of Salina, Ohio, bid $7,058,531.12.
All bids were taken under advisement. The city engineer will verify statutory requirements and confirm scope understanding with Cobalt Civil before returning with a formal recommendation.
Completion of this phase will close out Hartford City's long-running IDEM compliance obligation.
