Hartford City Council Authorizes Sale of Four City-Owned Properties

Hartford City Common Council approved the sale of four city-owned properties Monday, passing Resolutions 2026-35 through 2026-38 on unanimous 5-0 votes.

The properties are located at 705 West Franklin Street, 414 North Monroe Street, 802 South Pearl Street, and 806 South Pearl Street. All four are assessed at $15,000 or less, qualifying them for Indiana's expedited sale process under Indiana Code Section 5. That means no appraisals are required, and the city only needs to post notice on its website — not in the newspaper.

Tyler Rothstein explained the process and addressed questions Council Member Wolfe had submitted by email about abutting landowner rights. Abutting landowners — those whose property borders a lot for sale — do not have priority or first right of refusal. If both abutting and non-abutting landowners submit bids, the city takes the highest or best offer at its discretion. If only abutting landowners bid, the highest bid wins automatically.

Wolfe also caught a language error in the resolutions, which used "appraised" when they should have said "assessed." The correction was made.

Residents interested in any of these properties should watch the city's website for the formal notice and bidding instructions. The council had previously moved to begin the sale process at an earlier meeting.
