Hartford City approved two short-notice traffic and right-of-way matters Monday, signing off on downtown street closures for the Oct. 24 trunk-or-treat event and a separate I&M utility request expected later this month.

An organizer identified in the meeting only as Cindy asked to use the same basic closure footprint as last year for trunk-or-treat at Weiler Plaza. The event is scheduled for 6:30 p.m. to 8:30 p.m. The approved closures covered Walnut Street from Washington to Main, Washington Street from Main to Monroe, and Jefferson Street from Washington to Franklin.

Council members discussed crowd flow and the nearby old jail attraction before approving the closure 4-0. Organizers said last year's event drew about 65 trunks and roughly 2,000 children, and the council gave city staff room to adjust barricades for safety if needed.

Later in the meeting, Clerk-Treasurer Dana Whatley said an I&M right-of-way request for work expected during the week of Oct. 16 through Oct. 20 had arrived late that day. The council then approved it by roll call, though the exact scope of the work was not spelled out during the discussion.
