Hartford City Board Denies Intermittent Sick Leave Request, Citing Handbook Rules

A city employee's request for intermittent extended sick leave — one day per week from July 13 through August 17, supported by a doctor's note — was effectively denied when the motion died for lack of a second.

Board member Pam Weiseman objected, citing the employee handbook requirement that an employee must be absent seven consecutive days (weekends count) before qualifying for extended sick leave. The employee's request for one day per week did not meet that threshold.

"What we do for one, we do for all. We have to set a precedence," Weiseman said, adding she would vote no unless the handbook clause is first amended to remove or modify the consecutive-days requirement.

Immediately afterward, a different employee's extended sick leave request was approved 3-0. That employee had been off from the 3rd through the 16th — 10 working days — meeting the seven-consecutive-day requirement.

The city attorney was absent from this meeting. The denial raises questions about whether the handbook's extended sick leave policy will be formally reviewed at a future meeting.
