Hartford City Adopts Prepayment Rules to Avoid Late Fees

Hartford City approved a new prepayment ordinance Monday after City Attorney Tyler Rotstein said some city bills have been coming due before the council or Board of Works can meet to authorize payment.
Tyler told the council the timing problem has been causing avoidable late fees. He said Ordinance 2026-09 follows Indiana law by allowing prepayment in certain categories while still requiring the claims to come back later on the docket for approval.
The categories discussed in the meeting included utility payments, insurance premiums, payroll, taxes, lease or rental agreements, grant-related items, emergency expenses, and other late-payment situations covered by statute. Tyler also said a code citation in Section 3 needed a small correction before the ordinance was signed.
The ordinance passed 4-0. No estimate of recent late fees was given in the meeting.
