From the Hartford City Property Standards Board meeting on July 8, 2026

The Property Standards Board voted 2-0 to order emergency teardown of 413 East Water Street, a property formerly owned by Richard Boots and transferred in 2025 to Nathan Barger and Theodore Bryant.

The building has a collapsed rear roof section, a raccoon infestation reported by neighbors, and heavy overgrowth. Board member Dickey noted firsthand knowledge of the property's deteriorated condition. The property has passed through multiple owners with no improvements made. Certified mail was returned to sender.
