Dunkirk starts 2027 budget process and strips certification pay from salary ordinance

Dunkirk formally opened its 2027 budget cycle Monday with a public hearing and first reading, while council also passed Salary Ordinance 2026-8 without a previously discussed certification-pay increase.
The meeting moved the budget from watchlist status into the city's required adoption process. Mayor Jack Robbins said the second reading will happen at the next meeting. The transcript does not include the proposed budget totals, levy figures, or fund-by-fund numbers presented during the hearing.
Council also approved Salary Ordinance 2026-8 after removing a 35-cent add-on that had been discussed earlier. Clerk-Treasurer Kelly Early said the city could amend the ordinance later if council decides to address certification pay in a separate step.
