Dunkirk RDC Authorizes Application for $1 Million State Housing Loan

The Dunkirk Redevelopment Commission unanimously authorized an application for up to $1 million through the Indiana Finance Authority's Residential Infrastructure Loan program, which offers 2-3% interest rate loans for infrastructure supporting new housing construction.

The program, launched in 2023, targets small communities where the cost of new construction exceeds the value of existing housing — a gap that makes banks reluctant to finance projects. The loan would cover site infrastructure such as lot clearing, water mains, and utility hookups for an estimated 40 housing units at roughly $25,000 per lot.

A development organization presented the opportunity to the commission and will prepare the application for submission. The commission designated President Dan Watson as the signing authority so the full commission would not need to reconvene before the August 3 application deadline. The application is expected to be ready by July 31.

Under the program structure, the Indiana Finance Authority issues a bond to the Redevelopment Commission, and TIF revenue from new development repays the loan over up to 10 years with semi-annual payments. TIF revenue is not expected until approximately 2028, and the developer is responsible for loan payments during the gap years through a "taxpayer agreement." The commission noted that applying does not commit them to accepting the loan — they could decline at a later meeting if terms are unfavorable.

For residents, the program could bring new housing to Dunkirk at significantly reduced financing costs compared to the 8-10% rates available on the private market.
