Dunkirk Paving Project Runs $10,711 Over Grant; $5,400 Street Assessment Required

Dunkirk's 2026 Community Crossings paving project came in $10,710.60 over the state grant award, and the council unanimously approved the additional appropriation from city funds.
Brooks Construction needed more material than estimated to level a street. The mayor described the overage as typical: "That's usually what happens when this goes on." The extra cost will be paid by the city, not the state grant.
Separately, the council approved a $5,400 contract with Engineering Resources for the annual pavement asset management update. The contract covers updating street inventories, pavement condition ratings, and submitting the revised management plan to Purdue University for state approval.
A council member emphasized the assessment is mandatory — it must be completed by a certified inspector by the end of November each year. Without an approved asset management plan, the city cannot receive Community Crossings grants, which fund the street paving projects.
Payment for the assessment comes from the Motor Vehicle Highway contractual budget.
