Dunkirk Housing TIF Legal Work Capped at $50,000

From the Dunkirk City Council meeting on September 28, 2026

Dunkirk approved an engagement letter of up to $50,000 for legal and bond work tied to a planned residential tax-increment financing district for housing additions.

Mayor Jack Robbins told the council he wanted to use McKinney and Evans for the residential TIF instead of the firm used for the downtown commercial TIF. He said the firm would establish the residential TIF and develop the bond structure for housing additions on what he described as the city's 10 acres.

Robbins said the expense would be handled through the TIF and bond-bank side rather than as an up-front city payment. The approved cap on the engagement letter was $50,000.

The same day's Board of Works meeting included a separate legal bill tied to Dunkirk's commercial downtown TIF. Officials approved a $218 invoice for that work. Taken together, the votes show the city spending money on two different redevelopment tracks at once: one for the existing commercial downtown TIF and one for a proposed residential housing effort.
