Dunkirk Defers Water and Sewer Rate Increases, Plans Comprehensive Rate Study

The Dunkirk City Council discussed water and sewer rate increases but took no vote, choosing instead to pursue a comprehensive utility rate study and master utility plan update before making changes.

The Hartford City Water Department currently brings in approximately $74,200 per month, while sewer generates approximately $85,600 per month. Several council members favored a water-only increase of 2% to 3% while leaving sewer rates alone, noting the Hartford City Water Department faces more financial pressure from new meters and infrastructure costs.

The last rate study was completed in 2019. Council members agreed a new study should be conducted, and the city attorney recommended coupling it with an updated master utility plan. A new water tower may be needed within five years to support the housing addition and anticipated growth. The sewer plant, now 14 years old, operates at 50% capacity and is beginning to require larger repairs.

Residents can expect rates to remain unchanged until the study is completed.
