Dunkirk Formally Creates TIF District After Unanimous Vote

The Dunkirk Redevelopment Commission voted unanimously to create the city's Tax Increment Financing district, approving Resolution No. 2026-2 after a public hearing drew zero comments from residents.
A TIF district captures the increase in property tax revenue generated by new development within a designated area. That incremental revenue is then used to fund infrastructure improvements rather than flowing into the general tax base. The Dunkirk Redevelopment Commission first approved a declaratory resolution creating the TIF allocation area at its June 19 meeting, and the July 22 hearing was the required public step before final confirmation.
Brenda motioned to approve the resolution, and all commission members voted in favor. The signed resolution will now be filed with the Blackford County Auditor and the Indiana Department of Local Government Finance to make the district official.
