Dunkirk adopts internal-control ordinance after records gap surfaces

Dunkirk adopted Ordinance 2026-11 on Monday to formally place the city's internal-control policy into law after officials said they could not find an earlier ordinance doing so.
City attorney Wes told the council that talks with the State Board of Accounts showed the city had prior policies, but no ordinance formally adopting them. The new measure adopts the SBOA manual as Dunkirk's minimum internal-control standard.
Internal controls are the written rules a government uses to handle money, assets, and oversight. The ordinance also commits city officials and employees to training on those standards, and the discussion made clear that expectation reaches beyond the clerk-treasurer's office.
The vote was administrative, but it creates a formal legal basis for how the city says it will manage public funds and related responsibilities.
