From the Blackford County Council regular meeting on September 9, 2026

Blackford County Council moved to get the changed RWE Phase II economic development agreement back before the council after a speaker said the document had been altered after approval.

During public comment, the speaker said wording in the economic development agreement had changed after council voted on it. She cited contract language requiring amendments or modifications to be in writing and signed by all parties, then described edits she said included adding the word "incorporated" before "development standards" and removing other phrasing tied to ordinance language.

Jack Beckley said that if a contract signed by the parties had been changed, it should come back. Kyle Lechien then said he wanted the contract council signed, and that was later changed, brought back before the council. The transcript captures the start of a vote and audible aye responses from at least some members, but the final tally is not clearly preserved.
