Wind and Solar Oversight Contract Stalled After Months of Delays in Blackford County

A third-party consulting contract to oversee wind and solar energy projects in Blackford County remains stalled — residents have raised multiple disputes over solar project enforcement after five to six months, Commissioner Lancaster told a member of the public at the June 15 meeting.

The county had asked energy companies to fund oversight by consulting firm BF&S, but the companies refused. The county then requested a revised cost proposal from BF&S and is still waiting for that figure.

Lancaster clarified that BF&S oversight of the two new wind projects — Prairie Creek Phase 2 and Teays River — does not require County Council approval. However, any additional cost to examine prior energy projects would need council approval.

The public commenter warned that without faster action, the new projects could be fully built before oversight begins.
