Blackford County Underground Storage Tank Project Shifts to Competitive Bidding

The highway superintendent told commissioners on June 1 that he is letting the SourceWell contract expire for the county's underground storage tank decommissioning project. SourceWell is a governmental cooperative purchasing program that would have allowed the county to bypass competitive bidding.

The change came because IDEM — the Indiana Department of Environmental Management — is "recommending strongly" that the county obtain at least three bids to be eligible for reimbursement. The project's estimated cost is $347,000.

County Council was expected to discuss funding at its June 3 meeting, but the new procurement path may affect that timeline. The superintendent also said he "still can't get an answer" on whether insurance will cover any portion of the decommissioning costs.
