Two Wind Energy Agreements Advance Toward Blackford County Approval; One With No Abatement

From the Blackford County Council meeting on June 3, 2026

Two wind energy Economic Development Agreements are moving forward in Blackford County, Economic Development Director Warren Brown told the County Council on Tuesday.

The first involves Phase 2 of the Prairie Creek Wind project, developed by RWE. That agreement includes a tax abatement and will go before the County Commissioners at their June 15 meeting, then to the County Council on July 8 for review and approval. Brown said he will distribute copies to council members before the July meeting.

The second is the Teays River Wind Farm, developed by EDP, located east of Hartford City. Its agreement will mirror other wind energy deals in the county except it includes zero tax abatement. It retains the full economic development payment and a good neighbor agreement. The Teays River agreement goes to the Commissioners on June 15 but will not require council approval. Brown will provide copies to council members for informational review only.

Both presentations were informational — no council action was taken.
