Blackford County Seeks Surveys for $500,000 Repair Bid
From the Hartford City Facebook Live update on October 22, 2026
Blackford County residents are being asked to submit surveys and short letters describing home-repair needs to support a county-led application for $500,000 in state grant funding.
Hartford City Community Development representative Cheri Brown outlined the request during an Oct. 22 Facebook Live update. Brown said assistance could reach up to $25,000 per qualifying homeowner, with no homeowner match if the grant is awarded. The program would be limited to low- to moderate-income homeowners. Eligible work could include roofing, accessibility improvements, heating and cooling replacement, electrical upgrades and water heaters.
At their Oct. 5 meeting, county commissioners made owner-occupied housing rehabilitation their top Indiana OCRA grant priority, as the Ledger reported. The latest outreach seeks residents' responses to support that application, with Hartford City and Montpelier participating in the county effort.
Brown said surveys would be available through Hartford City's website, with paper copies at Hartford City Library and City Hall. She asked for simple letters describing needs such as a leaking roof or failing furnace and said the letters were due next week.
A separate interest sheet would let residents request contact if funding is awarded. Brown said a funding decision could come around December or January.
