Blackford County Ranks First in Indiana for Per-Capita Surveillance Cameras
Blackford County has the highest per-capita rate of Flock Safety automated license plate reader cameras in Indiana, according to data compiled by the advocacy group Eyes Off Indiana and reported by WIBC on August 19.
The county has 13 Flock cameras, ranking 47th out of 92 Indiana counties by total count. But with a population of 11,816, Blackford County's rate of 11.0 cameras per 10,000 residents puts it first in the state for camera density. By comparison, Marion County leads Indiana with 478 total cameras but has a per-capita rate of 4.9 per 10,000 residents — less than half of Blackford County's density.
Automated license plate readers photograph every vehicle that passes and record the plate number, time, and location. Indiana currently has no statewide law governing data retention, search access, or auditing of this data.
