Blackford County Left Off FEMA Emergency Declaration as All Neighbors Get Federal Aid

President Trump approved a presidential emergency declaration for Indiana on August 15-16 covering severe storms, straight-line winds, tornadoes, and flooding beginning August 11. Fifty-three Indiana counties were designated for federal assistance — but Blackford County is not among them.
All five neighboring counties are on the list: Jay, Grant, Wabash, Randolph, and Delaware.
The declaration is a Category B emergency, not a major disaster declaration. Under this designation, FEMA provides 75% federal funding for public-sector emergency protective measures such as water rescues, sandbagging, evacuations, and shelters, but total federal assistance cannot exceed $5 million. FEMA Individual Assistance — direct grants to homeowners and renters for disaster-related losses — is not available under this declaration type. A separate major disaster declaration would be required to unlock that program, and Indiana's request for that broader designation was reportedly still pending. The statewide death toll from the storms has risen to seven.
At the August 17 commissioner meeting, the FEMA declaration was not discussed, despite the county having deployed Highway Department barricades for road flooding during the storm event and carrying approximately $45,000 in uninsured building damage from prior storms. Commissioner Lancaster, the commission president, was absent on vacation.
As of August 17, no new flood watches or warnings were active for Blackford County — the first extended break since the August 11 derecho.
FEMA's press release states that additional counties may be designated "at a later date if requested by the state and warranted by the results of further damage assessments." The next commissioner meeting is not until September 8 — a three-week gap.
