Blackford County: Public Questions Inconsistent Enforcement Between Solar Projects

By The Blackford Ledger The Blackford Ledger

From the Blackford County Commissioner Meeting on June 15, 2026

A member of the public raised concerns about inconsistent enforcement between two solar energy projects in Blackford County — a topic that has come up at previous meetings at the June 15 Commissioner meeting.

The Lake Trout Solar project has been under review by the county attorney for approximately four months, according to Commissioner Lancaster. The commenter said this issue has been before commissioners "for almost two years" without resolution.

By contrast, when a fencing concern was raised about the Blackford Solar project, Economic Development Director Warren Brown sent a letter directly to the company without routing it through the county attorney first.

The commenter argued this represents unequal treatment and cited the county's own job description for the Executive Director of Planning and Zoning, which assigns responsibility for ensuring rules and regulations are followed. Lancaster responded that Brown "has been our representative in reference to the things going on with these companies."
