Blackford County Area Plan and Zoning Office Overwhelmed by Permit Surge
From the Blackford County Council meeting on July 8, 2026
The Blackford County Area Plan and Zoning office is struggling to keep up with a surge in permits and document requests, prompting a request for part-time help.
Council President Jack Beckley raised the issue on behalf of Samantha, who runs the office. The office has received more than 20 roof permits alone from recent storm damage, on top of regular workload.
The Council deferred the staffing request to budget workshops. Beckley said he wants the building inspector role better defined before adding staff: "We need to get a better understanding of enforcement." Another council member requested a formal job description and analysis of where overloads exist.
Public commenter Deb Grider spoke in support, noting the volume of document requests. Grider suggested the county invest in a system for online public records access so residents could retrieve documents without contacting the office directly. She said the office currently has no software for this purpose.
The staffing question will be revisited during the August budget workshops.
