Blackford County Commissioners Approve Contracts for Three Energy Projects

The Blackford County Commissioners approved administrative actions for three separate energy development projects at their July 20 meeting, all passing 3-0.
EDF Solar Farm Tax Services — BFS Contract Approved
The commissioners approved a Scope of Services Letter with Buffalo Fairman & Seaford (BFS) for administrative services related to the EDF solar farm. The contract covers development of a GIS tool, split tax building workflows, administrative support, training, and implementation services to ensure the county can properly assess and collect tax revenue from the solar installation. Economic Development Director Warren Brown said the agreement is a standalone contract identical to what will apply to all solar projects in the county — potentially five or six total. The original funding plan fell through, and the contract will need a county council appropriation.
RWE Renewables Phase 2 Wind Farm — Permit Review Approved
The commissioners approved permit review services for the RWE Renewables Phase 2 wind farm, presented as part of the same BFS consulting package. Brown reported that he and others met with RWE on Friday and "are all happy with the direction," indicating the project is advancing through the regulatory process.
Lake Trout Solar Solar — Road Use Agreement Amended
The commissioners approved a Second Amendment to the Lake Trout Solar Solar Road Use Agreement. The highway superintendent explained the only change is a reduced list of roads that will be used for the project — "We pulled some roads out and took it down to a smaller list."
