New State Law Requires Shamrock Lakes to Create Utility Asset Management Plan

A new state law — House Enrolled Act 1459 — will require Shamrock Lakes to create an asset management plan for its wastewater utility. If the town fails to comply, the Indiana Utility Regulatory Commission (IURC) could take over rate oversight of the utility.

The law is an unfunded mandate from the Indiana legislature. Board members must complete training once every four years, beginning next year. The IURC will release a list of approved training providers by January 1, 2027. Training may be available at low or no cost through the IURC, Purdue's Drinking Water and Wastewater program, or the Alliance of Indiana Rural Water.

Sewer manager Travis Williamson brought the requirement to the board's attention. The board president said Shamrock Lakes is ahead of the curve — the town has already mapped its sewer system, maintains an asset inventory, and conducts regular infrastructure inspections. Because Shamrock Lakes handles only wastewater and not water service, the scope of compliance is narrower.

For residents, the practical impact should be minimal. The town already performs much of what the law requires, and the mandate is primarily an administrative formality for Shamrock Lakes.
