Shamrock Lakes Formally Establishes Wells Park With New Ordinance

The Shamrock Lakes Town Board unanimously passed an ordinance formally designating Wells Park at 43 North Shamrock Road as the town's official park.
The board conducted a first reading at its regular meeting, then convened a special session immediately afterward for a second reading and final vote, which passed with all three board members in favor.
Under the ordinance, the park is open sunrise to sunset with no overnight camping permitted. Sex offenders listed on the Indiana Criminal Justice Institute registry are prohibited from all parks and recreational areas. Violations carry a $100 fine for a first offense and $200 for each subsequent offense, with each day of violation counted separately. The park will be maintained by the Town Council as part of regular town business.
The property was purchased from the Wells family in 2024 for this purpose. An address discrepancy — the ordinance originally listed 41 North Shamrock before being corrected to 43 — stems from conflicting records between plan/zoning and electric billing. The clerk-treasurer is working to correct official records.
The board and the Shamrock Lakes Lake Association also discussed whether designating it a town park would open it to the general public. The town attorney advised keeping the Lake Association's private properties separate from the town park designation.
