Indiana Housing Law Takes Effect Wednesday — Dunkirk Has Not Scheduled Required Public Hearing

A state law requiring Indiana cities to address housing barriers takes full effect on Wednesday, July 1, and Dunkirk has not yet scheduled the public hearing the law requires.

House Enrolled Act 1001 requires every Indiana city, town, and county to evaluate and reduce barriers to new housing construction, hold public hearings on housing supply during 2026, cap fees on development applications, and begin submitting annual housing progress reports to the state.

As of Sunday, Dunkirk has not scheduled, announced, or held any public hearing related to HEA 1001. No notice has appeared on the city's website or in any public forum.

Starting Wednesday, Dunkirk will be subject to the law's development application fee caps and annual reporting requirements. The public hearing obligation runs through the 2026 calendar year — it does not expire on July 1, but the broader statutory framework activates that day.

Dunkirk residents who want to know how the city plans to comply may wish to raise the issue at the next council meeting.
