Hartford City Crews Begin Stormwater Drainage Project on West Elm Street

Hartford City's streets department is building a stormwater drainage extension on West Elm Street, from Harrison Street to Werber Street — approximately 360 feet. City staff are doing the work in-house.

The project started after CenterPoint Energy's contractor requested a storm line extension for a single property during gas restoration work on the street. Mayor Dan Eckstein authorized a broader scope to extend drainage across the full block.

The project includes a storm line extension, catch basins, pipe, and structures. Materials already ordered cost $6,500, with paving, asphalt repair, and stone expected to push the total well above $10,000. Funding comes from the stormwater fund. The road has already been cut, and crews are waiting on 811 utility locates.

The city aims to finish before school starts, as the street is a bus route. Final paving will be completed next year as part of the Community Crossings Grant. The project will also count toward the city's future IDEM compliance commitments under its long-term stormwater control plan.
