Hartford City Issues Public Warning on E-Bike and E-Scooter Safety After Complaints

Dan Eckstein and Captain Allred held a public information session on electric vehicle safety after the city received several reports of violations and safety issues involving e-bikes, e-scooters, and e-motos over the past month, including running stop signs and unsafe riding. The mayor noted they have seen "younger younger kids" on these vehicles.
Captain Allred warned: "It's only a matter of time before something bad happens and somebody gets hurt if we don't all do our part."
The police department created an informational flyer and buying guideline that will be posted to police department social media and available at City Hall and the police department front desk.
The session outlined Indiana law on three categories. E-bikes are legal as bicycles if they have working pedals and a motor of 750 watts or less — no license needed, but riders must obey all traffic laws. E-scooters are legal if under 100 pounds with a maximum speed of 20 mph — scooters exceeding that may require a license. E-motos and electric motorcycles are classified as motorcycles under Indiana law, requiring a driver's license, registration, license plate, safety equipment, and insurance. E-motos are not legal on neighborhood streets, bike paths, or city parks.
Captain Allred signaled enforcement may follow: "Law enforcement isn't here to be party poopers, so please don't make us be, because we are certainly capable of being party poopers."
