Dunkirk Council Authorizes Study to Double Buffer Zone to One Mile

The Dunkirk City Council voted unanimously to authorize an investigation into expanding the city's buffer zone from half a mile to one mile. The buffer zone provides legal protection against unwanted development near the city.
The mayor proposed the expansion, citing concerns about battery storage facilities, data centers, and solar and wind development. He noted that new state ordinances on those topics passed the same day. HWC Engineering, which is already working on the city's OCRA demolition project, will research the options.
Dunkirk faces a unique challenge: it sits at the intersection of three counties — Jay, Blackford, and Delaware — raising questions about cross-county buffer enforcement. Portland reportedly has a two-mile buffer zone. A council member noted that a previous solar project was pushed outside Dunkirk's current half-mile buffer. The buffer zone change could affect existing ordinances on solar, wind, and related setbacks.
