Blackford County Council Restores Animal Shelter Contract to $47,500

The Blackford County Council reversed a budget workshop cut and restored the animal shelter contract to $47,500 for 2027, up from a proposed $40,000.
The shelter had presented a contract showing that at $40,000, services would be limited: intake capped at 133 animals per year, animal control available only from 9 a.m. to 6 p.m. seven days a week, with per-animal fees for anything above the cap. At $47,500, the shelter would provide unlimited intake with full availability.
The math made the decision clear. Over the past six years, the county has averaged 334 cats and 127 dogs per year — well above the 133-animal cap. As of July 2026, the shelter had already received 124 animals from the county, on pace to exceed the cap by fall. One council member noted the county would "end up paying more than $47,500 by the end of the year" in overage fees if they kept the lower amount.
The council also raised concerns about oversight. Commissioner John Lancaster holds a seat on the animal shelter board but has attended only three meetings in four years. A council member volunteered to take over the board seat to ensure active county representation.
The shelter's roof remains damaged from spring storms, and sewage issues have been handled by a commissioner personally out of pocket.
Montpelier does not contribute to the animal shelter. Hartford City pays separately, though the amount was not stated. The county also plows the shelter driveway in winter at no charge.
