Big Lick Ditch Project Balloons to $1 Million After Federal Permitting Delays

From the Blackford County Drainage Board meeting on April 6, 2026

A major drainage project at Big Lick Ditch on 100 West has grown from an original estimate of $700,000 to approximately $1 million after four years of engineering and permitting delays.

The Army Corps of Engineers initially processed the project through its Louisville office, which granted approval, only for the Chicago office to claim jurisdiction and require separate approval.

The Big Lick Ditch fund has approximately $700,000 available. The county surveyor is exploring an Indiana Bond Bank bond to cover the remaining cost. One potential savings: if the Army Corps approves the use of locally available rock instead of classified rip-rap, it could save approximately $300,000 — pre-broken rock costs $12 per ton versus $40 per ton for the classified variety. The permits are valid for two years with one possible extension.
